Well first of all the article you listed is inaccurate in the first paragraph, Jehovah's Witnesses are not banned in Russia at least not yet. And I cannot speak for what other people are doing but none are specifically assigned by either the Governing Body or by an entity used by the Governing Body to do that. And those individuals are subject to the laws of that land so if they do preach in a country where it is banned then they are in violation of that law. I know of a country committee member in Vietnam who is Australian, he and his wife do not go in service because preaching is banned in that country. The country does allow for meetings to take place legally and in the open so they attend meetings and assist witnesses in that way, but they do not preach.

QCS Telecom signs up with Allied Fiber

I also just learned what dark fiber is. Dark fiber is just extra fiber that carriers lay when they are laying down their fiber. It is not that Watchtower or this QCS Telecom laid fiber exclusively for this project. It was most likely in conjunction with the installation of fiber for other customers and they are leasing one of the lines for their own use. There are a number of companies that offer this service to larger corporations with multiple locations.

The reason it is called Dark Fiber is, that it is not being used and light fiber is fiber that is being used.

And I agree with you that there is a law about extremists and I already stated this, the letters and what Watchtower is asking for is not that the law be repealed but that the law is being misapplied to them. It is that are defending themselves using whatever means is morally at their disposal.

I accept that your opinion that they are not in the same legal position because those writing the letters are not citizens as Paul was a citizen of the Roman Empire. But using the legal system is not taking a political stand either.
I can relate it to the ARC where Mr Stewart stated that he has received over a 1000 letters from people around the world concerned for that action, were all of those people taking a political stand with Australia or trying to present facts to a quasi-judicial body. Or on this forum a number of non-Australians signed a petition to get the Australian parliament to look at revoking Watchtower's charity status, so you will agree unless they were Australian Citizens then they should not have signed the petition.

I think that the official answer is based on the Montevideo Convention of 1933. The convention defines what is a state-nation and what is not. They probably go with land so as not to interject their definition of state-nation. Some countries may recognize another country and independent while others do not, so not to wade into that political mire they went with land. Good example is that China does not recognize Taiwan as a sovereign nation but as China property, for trade reasons the US considers is a quasi-sovereign nation, that is why there is no embassy in Taipei but there is the American Institute in Taiwan and no Ambassador. So by calling everything a land it removes that headache.

NikL I take your point that you and the Russian government view Jehovah's Witnesses as an extremist organization and you point to hate speech as proof. What Watchtower and these letters are trying to show, is not that the law should be changed, but that it is being misapplied to them. It is using the court system in a way that is beneficial to the group, and lets face it the Russian Court system will do what the Russian government wants it to do.

Was Paul not remaining neutral when he used the legal system of the Roman's not just to appeal his case but to appeal it to Ceasar. It is asking a government to abide by their own laws of freedom of religion and by the treaties that they are signatories to that require them to also provide freedom of religion. They are not running anyone for office to try and get it over thrown or any other political means. Using the court system is not a political act.

Layman provides Doctors with information all the time. Pharma reps along with equipment reps consistently gives doctors information that they fully don't understand. There are people in those organizations that are either doctors or other medical professionals that are there to answer technical questions, but that is not the reps that do the in service. Also not all doctors will stay current with medical literature or they may not stay current with literature outside their specialty. An orthopedist with an admitted patient is the attending physician for that patient no matter what complications they may have, that is until another doctor is officially put on the case. If a patient for that orthopedist, develops a pulmonary embolism it is still the orthopedist's responsibility to treat the patient's embolism, they can't just say, well I set the leg my job is done, no that is still their patient. And another doctor can't write orders for treating that patient's embolism because they are not the patient's doctor. So what the HLC does is to present medical journal articles and to be a facilitator for doctors to get the information that they need and thinks that is relevant -

Blood problems in Italy

I completely agree that a Doctor should give a patient as much information as needed to make an informed decision. But that raises two questions, who determines when there has been enough information given to the patient, each case is different? Second, who will determine if the decision was made by the patient only since the doctor provided the information or if it was a predetermined decision, obviously I am not meaning DPAs but a mental decision was come to only following the full disclosure.
